Interesting fact: Of the 10 bottom states--41 through 50 in caring for children--8 have high stakes high school exit exams required for a diploma.

Of the 10 states listed at best caring for children, six do not require students to pass an exit exam to receive a high school diploma: Vermont, New Hampshire, Connecticut, Iowa, Nebraska, and North Dakota.

The data seem to reveal that high school diploma exams are used as a blame-the-school ploy to divert attention from the fact that politicos lack the will to institute programs that actually help vulnerable children.
