PTA Statement on 5-Year Anniversary of NCLB

As the reauthorization of the No Child Left Behind (NCLB) Act approaches, and President George W. Bush visits with lawmakers today about its renewal, PTA reflects on the 5-year anniversary of the most significant federal education law in decades.

PTA has always supported many provisions of NCLB, especially those that expand parent involvement policies, improve the targeting of resources to students and schools most in need, and increase the authorization of funds for educational programs. The law also went a long way in providing school accountability to ensure that every student is proficient in math and reading. PTA hopes that preparing students for a competitive global market will continue to be a priority for Congress during reauthorization.

PTA continues to applaud the strengthened parent involvement provisions in NCLB that are based on PTA’s National Standards for Parent/Family Involvement Programs. According to NCLB, states and schools must report their parent involvement practices as these efforts relate to safe and drug-free schools, education technology, wellness, and professional development activities.

PTA continues to be concerned with the law’s heavy reliance on testing as the primary measure of accountability. PTA believes there are additional indicators that help assess school performance, like equity of resources, physical infrastructure, class size, instructional methods, and parent involvement. PTA hopes for improvements to be made in these areas during the reauthorization of the law. PTA also wants to see the law focus more on the academic achievement of minority children, and allow for significant increases in program funding. PTA believes that if Congress wants to see the goals of NCLB met, increased and targeted funding is needed for effective and timely implementation of all provisions of the law, including those relating to parent involvement.

The new Congress has a great responsibility this year. PTA stands ready to represent millions of parents and families as a strong partner during reauthorization, and looks forward to working with Congress and every stakeholder to make certain that every child succeeds and that our education system improves.
