Star: No Child Left Behind is up for renewal. What needs to be done, if anything, to No Child Left Behind?

Giffords: Well, first of all, it was underfunded by about $40 billion. So funding, or the lack of funding, was one of the biggest things that you could point to as to why this program has not been successful. Then there's the political standpoint where having these high-stakes tests don't necessarily determine whether or not your kid's going to get a good education. Sometimes we see the dumbing down of the test just to have more students pass. But overwhelmingly, what you hear from teachers, administrators, parents, even students is that there's such a focus on teaching to the test that other forms of the educational process, which are really critical, are completely pushed aside.
I have assured people in the district that I will not vote to reauthorize No Child Left Behind until I convene working groups with parents, with teachers, with administrators, with business leaders to see whether or not the legislation is actually going to be practical and effective and successful.
