    Tougher Supervision for PA Cyber Schools
    Responding to Charges of Inadequate Accountability

    Pennsylvania, a pioneer in “cyber schools”—those schools that instruct students via the Internet—has taken steps to deal with complaints that the schools have not been accountable and that they drain funds from school districts. On June 29, 2002 Pennsylvania Gov. Mark Schweiker signed a bill giving the state’s Department of Education the authority to establish, assess and monitor cyber charter schools. Among other things, the law:

    Reimburses public school districts up to 30% of the per-student money lost when prospective students enroll in public cyber charter schools
    Compels the state education department to set rules for cyber charter school attendance procedures, personal instruction time and curriculum standards
    Requires that applications to create cyber charter schools include a thorough list of items such as proposed curriculum, special-education plans and the amount of time students will spend on-line
    Holds the state responsible for overseeing cyber charter schools, to ensure they are meeting the goals set forth in their charters
    Pennsylvania School Boards Assocation spokesperson Tim Allwein says the new law is “a step in the right direction.” Pennsylvania operates nine cyber charter schools which, as of the 2002-03 school year, enroll about 5,100 students.
