It's hard to believe that, already, WASL season is nearing. As in the past few years, I know from an increase of new contacts seeking help with WASL issues, that spring is almost here and the pressure to score is indeed upon us. Students, parents, teachers, principals and district administration, we're all in this together. Time to get out to those corners and wave our NO WASL signs to let the public and state officials know enough is enough and our kids aren't going to take it anymore! There are several bills working their way through the legislature that might change the way our schools operate and put greater importance on WASL testing. This may be the year that WASL is cemented as a graduation requirement. This may be the year that WASL is expanded, giving high school students more chances to pass it, thus wasting more precious learning time and more precious educational resources. The 10th grade WASL costs $72 per student-- before retakes!
If I'm reading some of the proposed legislation correctly, this could even be the year that Washington rolls back the clock to 1993 and starts the whole accountability process over again, revising the essential learnings and the tests and possibly setting in motion another decade of administrative waste. I would encourage everyone to let their elected representatives know that WASL should NOT be a graduation requirement, and that we do not want our tax dollars going to a new round of test development by the Bergeson administration. It's time to hold the state superintendent accountable! Tell your representatives that we need a full financial audit of the superintendent's office before another dime is spent on "reform."
Now, on a more positive note.... You have a chance this year to personally ensure that the current education regime wastes no more of your money and has no more chances to tell your children that they are substandard or your schools that they are failures! Please, join the fight to restore our schools to the hands of our communities. Please join my campaign for state superintendent. This is the year!

For three years, I have been preparing to run a successful campaign to gain the position of state superintendent. Things are going well, but running against a two time incumbent with the backing of the Washington (business) Roundtable is an uphill battle. I need the help of each and every one of you and the help of all your friends and relations if we are to TAKE BACK OUR SCHOOLS!
I want to thank those of you who have returned the volunteer/contribution form that I mailed out in December and thank you again for your contributions. I know December may not have been the best time to send those off to you, but it was important to begin the campaign and begin collecting funds. It's never too late to mail those in, or, if you misplaced or didn't receive one, there is a form on my website www.juanita2004spi.com
So far, we have (almost) kept up with expenses, but those expenses are about to increase rapidly. We have set up a preliminary budget of $300,000, which is conservative for a winning statewide campaign. To put this amount in perspective: In 2000, Terry Bergeson spent over $200,000. The four men running against her spent very little. Terry won over 50% of the vote in the primary. At this point, Terry has just over $22,000. in her campaign fund. We are running a grassroots campaign. This means that we will not be hiring expensive consultants or spending money on extravagant events. We will spend every cent very carefully, just as we will when we get to the superintendent's office. Our campaign kickoffs will be held in community centers; our travel will be paid for at bargain prices. Most of our money will be spent on signs, flyers, some very targeted mailings, newspaper, and possibly radio, advertising and travel throughout the state to attend events such as political conventions and be present at parades, fairs, and other places where people gather and where we can shake lots of hands and win votes. We will also find a campaign headquarters to rent or borrow, so that volunteers can gather to help with mailings, phone calls, etc...
Votes are the goal! Here are the results of the 2000 primary:

David Blomstrom - NP 85,134 7.96%
Donald B. Crawford - NP 165,632 15.49%
Neil T.B. Helgeland - NP 56,652 5.29%
Arthur Hu - NP 150,240 14.05%
The good news is, at this point, I am the only challenger to the incumbent. This means that the vote will not be split, if we can keep it that way. One way to keep it that way is to raise enough funds to become a viable candidate early.
A few contribution facts:
The limit for individual contributions is $1250.
Individuals may collect contributions from others and submit them to the candidate.
All contributions over $25 must include name and address of contributor.
Any contribution over $100 must include name, address, occupation and employer of the contributor.
We could raise $300,000 by collecting $1,250 from just 240 people.
We could raise $300,000 by collecting $125 from just 2,400 people.
We could raise $300,000 by collecting $12.50 from 24,000 people.

I have a great campaign manager, Raul de la Rosa. We are working very hard on organizing volunteers, honing message, writing speeches, and transforming me from mother of all Mothers Against WASL to viable candidate for state office. (Trading in the red-slashed WASL shirt and jeans for a suit helps.) So far, I have gained the endorsement of CEASE-- Citizens for Effective Administration of Seattle Education-- and the promise of endorsement from the 2nd District Democrats. We will be seeking endorsements of all parties and many organizations in this nonpartisan race.
