    The Truth About Grade Level Retention and Social Promotion

    Abstract
    This position paper reflected the vast amount of existing research on the true impact of grade level retention. It called for an end to the arguments about the relative merits of social promotion and grade level retention because the facts have been well established. The author noted that grade level retention can be considered to be a form of sanctioned child abuse because it is well known that retention most often destroys the future learning of its victims. It was noted that the major policy statement of the Clinton administration (Taking Responsibility for Ending Social Promotion) directly noted the negataive impact of grade level retention. The Bush administration's policy position (No Child Left Behind) did not require the use of grade level retention. The author identified reasons for continued use of grade level retention in spite of the established fact of its negative results and the fact that many professional organizations have written strong policy statements against grade level retention and misuse of standards and assessments to punish students, teachers, and school systems. A selected list of internet and print resources were provided for persons who wish added information.
