Sixth graders at Hogg Middle School in Houston celebrated with special outdoor activites all afternoon. But 60 children were told to stay inside. They could not participate in the celebration because they had failed the TAAS test.

The Houston Independent School District issued a statement, "The goal of these events is not to divide school communities but to recognize the work made by each student." The statement added that a special event would be held next week for those who failed.
