    Friday, April 11, 2003 -- NORTHAMPTON - School Superintendent Michael Cosgriff presented a somber School Committee with a proposed budget for next year that calls for 37 layoffs, including 19 teachers, and eliminates elementary music, art and physical education programs.
    At Thursday's school board meeting, Cosgriff said the budget, anticipating a hefty drop in state aid to the city, cuts nearly $1.3 million from the current year's budget of approximately $22 million.

    Excluding money from a variety of grant sources, the budget reflects a drop of 2.5 percent in the amount the city channels to the school through money it receives from the state.

    Committee members and principals expressed shock and dismay at the extent of cuts under consideration. . . .
